In 1918, weeks ahead of the exile of the German Emperor, GERMAN, LIVONIAN, ESTONIAN AND COURLAND AUTHORITIES MET in Berlin to discuss the ECONOMIC – not the political – INTEGRATION OF THE BALTIC ECONOMIES INTO GERMANY’S. There were NUMEROUS participants from the GERMAN SAVINGS BANKS Group. They welcomed the plan and offered there services, expecting BENEFITS FOR THEIR CLIENTEL. The representative of the German military administration (OBER-OST) in the Baltic region expressed the view that a CLOSER INTEGRATION had been intended.

NEED FOR FINANCIAL ASSISTANCE was urging at the BALTIC side. Expectations for new BUSINESS OPPORTUNITIES and the will to show the readiness to SERVE THE INTERESTS OF THE REICH were high ranking, at the German side. The SAVINGS BANKS were IMPORTANT contributors, for both sides. Therefore, their considerations were followed with high interest.

CONTINUATION DURING WORLD WAR II
German occupation of the Baltic countries
The 1918 intentions, came again into force – governed by the aims of HITLER’S REGIME – after the invasion of the Baltic countries in World War II. Now, the ELIMINATION OF THE IDENTITIES of these countries was intended. The ground for SETTLING OF DESIRABLE PERSONS from the German Reich and from other parts or Europe had to be prepared.
National Socialism in Poland and settling of Baltic Germans
The WWII events in the Baltic region are CLOSELY CONNECTED with those in Nazi occupied or annected POLAND. The Baltic Germans were invited to settle in the annexed Polish region. The official German TRUSTS for POLAND (HTO) and for settling Baltic Germans (UTH) operated, hand-in-hand. EXCERPTS of an official report are INSERTED.
RECONSTRUCTION OF WESTERN GERMANY AFTER THE WAR – SUPPORTING EASTERN BORDER REGIONS AND WEST-BERLIN – HELP FOR NEW GERMAN FEDERAL STATES
The Western German SAVINGS BANKS, as well as the CO-OPERATIVE FINANCIAL INSTITUTIONS survived WWII as AGENTS OF THE Nazi SYSTEM. The became stronger, as ever, as PARTNERS AND COMPLEMENTARY FINANCIAL AGENTS OF OFFICIAL PROGRAMMES, first, for RE-BUILDING WESTERN GERMANY and, decades later, for the INTEGRATION OF THE EX-GERMAN DEMOCRATIC REPUBLIC.
POLITICAL AND ECONOMIC CHANGES IN THE NON-GERMAN EAST
There was an ILLUSION – among the EU ORGANS, its member States and the governing bodies of the EU ADHESION CANDIDATES in Eastern Europe – including the BALTIC STATES – that pre-WWII ECONOMIC BEHAVIOURS AND STRUCTURES which had operated successfully, until their destruction, for the citizens and for the national communities, WOULD RE-APPEAR automatically, after the political and economical changes.
